Scunthorpe: study set to determine the future of Lincolnshire Lakes
Posted: Monday 17th September 2007
The landmark study into the feasibility of Scunthorpe’s Lincolnshire Lakes concept is underway. Following the appointment of consultant Halcrow in July, the Lincolnshire Lakes Feasibility Study may have a fundamental affect on the town’s future.
As part of the Scunthorpe Framework, the Lincolnshire Lakes concept proposes the creation of a major new sustainable waterside setting and neighbourhood for Scunthorpe. The starting point for the concept arises from the flat landscape to the west, the existing gullies and abandoned quarries that naturally fill with water, and the closeness of the River Trent to Scunthorpe. In addition, the need for flood alleviation and the opportunities for living, working and leisure create a compelling case for a new waterside setting for the town.
The Lincolnshire Lakes Feasibility Study, to be carried out in two phases, will examine the fundamental issues that need to be considered and, if appropriate, lead to the creation of a master plan for the future. The Phase 1 desk study includes the consideration of economic, transport, legal, environmental, flood and planning issues. The study will outline the development scenarios for housing, employment, sustainable power generation, recreation and tourism; and the creation of a significant body of water. Ultimately it will identify if the proposals are feasible.
Depending on the outcome of Phase 1, the Phase 2 study will undertake a more detailed assessment of the proposals and the creation of an outline master plan. In addition it will recommend the requirements for outline design and construction, identify opportunities for environmental enhancements and provide advice on funding.
Halcrow in association with a number of partners is working on behalf of North Lincolnshire Council. The study is being funded by the Regional Development Agency, Yorkshire Forward as part of its Urban Renaissance Programme.
Commenting on the team’s success, Halcrow project director Adela Sadler said: “The Lincolnshire Lakes concept demonstrates a new confidence in delivering physical, social and economic regeneration to Scunthorpe on a large scale. We are particularly inspired by the aspiration of the client group and local community to engender a sea-change to the sustainability of the economy via bold changes to their local environment. The Halcrow team looks forward to embracing this exciting and challenging project and applying our collective experience to facilitate the successful delivery of the concept and ignite the regeneration of the area.”
