Earth Tech and Tianjin Water Works Company bring clean water to Tianjin

Newly-renovated/upgraded facility uses new technology to secure clean water for Tianjin residents and to help meet China’s water challenges.

The new Tianjin Jie Yuan Water Treatment Plant was officially opened by Mr. Chen Zhifeng, Vice Mayor of Tianjin, Mr. Chen Binglin, President of Tianjin Water Works Company and Mr. Alan Krusi, President of Earth Tech, marking a new beginning to water treatment in Tianjin. Earth Tech, as a global provider of consulting, engineering and construction services, served as the designer, builder and financer of the Plant and will act as the plant’s operator, providing quality services of Tianjin public.

The new plant, built through a joint venture between Earth Tech and the Tianjin Water Works Company (TWWC), has an increased capacity of 500 million liters of water a day – an increase from the old plant’s capacity of 300 million liters of water a day. The plant consistently produces high quality drinking water that exceeds Chinese water quality standards.

As part of the City of Tianjin’s commitment to provide world class infrastructure in order to promote sustainable development for the citizens of Tianjin, TWWC decided to upgrade the Tianjin Jie Yuan facility – the oldest of three water treatment plants serving the 3.7 million residents of the central Tianjin area. The joint venture with Earth Tech was formed in 2002, after the company had consulted with TWWC on the best way to meet Tianjin’s water challenges, including a serious algae problem in 2000.

The project to renovate the 104-year-old Tianjin Jie Yuan Plant included:

Design of the facility, including a treatment system that uses dissolved air flotation (DAF) technology – the largest system of its kind in China
Demolition of part of the existing plant
Construction and installation of new water treatment systems and equipment
Ongoing operation and maintenance of the treatment systems for 20 years, at which point the plant will be returned to TWWC
Training of plant operators on the new systems, both on-site and in Earth Tech facilities in Europe and Australia.

In addition to the expanded capacity and consistently higher quality standards, the upgraded plant has other advantages:

The use of new technologies means up to 30 per cent fewer chemicals are used in treating the water, resulting in better-tasting water
New monitoring equipment and operations systems increase the automation of the plant and will allow its operators to quickly and safely identify and fix problems
The same new equipment will prevent the release of harmful gases such as chlorine and ammonia.

The financing for the renovation was approximately 216 million RMB and was provided by Tyco Asia Investments Limited (Tyco International is Earth Tech’s parent company). The project was delivered on time and on budget. Because the existing Tianjin Jie Yuan Plant had no room to expand, the builders faced the challenge of demolishing parts of the old facility while building the new infrastructure – while keeping the plant fully operational. It successfully met this challenge without any worker accidents and was rewarded with the Tianjin Construction Site award. Additionally, the project has been nominated for the Hai He River Cup, the award for the best project in the municipality.

Statistics show that per capita water resources in China are only one third the world average. Managing water sources, controlling water pollution and ensuring a safe supply of drinking water are critical challenges for China as it seeks to balance its continued economic growth and sustainable development. China’s 11th Five-Year-Plan has prioritized reducing pollution, recycling water and promoting more aggressive treatment of wastewater.
